What happened

On 2 April 2025, Indian Minister of State Jitendra Singh announced that the Department of Atomic Energy had set up committees to propose amendments to the Atomic Energy Act and the Civil Liability for Nuclear Damage Act. These committees comprise members from the Atomic Energy Regulatory Board of India, NITI Aayog and the Ministry of Law and Justice. The aim of this initiative is to encourage the private sector to participate in nuclear projects and to address liability concerns that are hindering international cooperation. The changes are expected to facilitate investment in India’s nuclear industry and support the country’s ultimate goal of increasing nuclear capacity from 7 GW to 100 GW by 2047. The proposed amendments will remove barriers to private investment and align India’s nuclear liability framework with international standards. The country’s current laws have restricted foreign reactor suppliers due to concerns about unlimited liability in the event of accidents. Revising these regulations will allow India to accelerate nuclear energy development, enhance energy security and strengthen global partnerships in the nuclear sector.
