In its report pertaining to the first quarter of 2025, the Centre for Research and Security Studies (CRSS), a Pakistani think-tank, indicated that casualties among militants and insurgents surpassed the combined casualties of civilians and security personnel for the first time in twelve years. Overall, violence decreased by approximately thirteen percent compared to 2024. Since January 2025, the nation has documented 897 fatalities and 542 injuries related to violence, encompassing civilians, security personnel, and proscribed individuals. The total casualties of 1,439 resulted from 354 violent incidents, including terrorist attacks and counter-terrorism operations. Specifically, of the 495 proscribed individuals eliminated, 402 civilians and security personnel suffered fatalities, with the majority of these recorded in the Khyber Pakhtunkhwa and Balochistan provinces. Cumulatively, these two provinces accounted for over 98 percent of all deaths and 94 percent of incidents, marked by unprecedented terrorist attacks, including the recent hijacking of the Jaffar Express. Organizations such as Tehreek-i-Taliban Pakistan (TTP), TTP-Gul Bahadur Group, IS-Khorasan, BLA, and Sindhudesh Revolutionary Army primarily claimed responsibility for the terrorist attacks that resulted in at least 500 casualties (313 fatalities and 217 injuries) during the month of Ramadan.
