The Italian Minister of the Environment, Gilberto Pichetto Fratin, has presented the government with the draft bill (Italian: disegno di legge, ddl) on the regulation of the nuclear sector, which is scheduled to be discussed in the next Council of Ministers meeting. The draft, prepared by a technical commission led by the jurist Giovanni Guzzetta, comprises four articles and underscores the significance of nuclear power as a pivotal energy source in reducing CO2 emissions, ensuring the nation’s energy independence, and containing costs for households and businesses. Nuclear energy is projected to contribute between 11% and 22% to Italy’s electricity demand by 2050. This integration will facilitate the balancing of renewables and gas, the latter equipped with carbon capture and storage technologies. The legislation aims to establish a national programme for developing sustainable nuclear power, contributing to achieving carbon neutrality and ensuring the country’s energy security. Key measures encompass the construction and operation of new sustainable nuclear plants, including for the production of hydrogen, and the adaptation of national legislation to European and international standards. The legislation also establishes an independent administrative authority to supervise the plants, as well as advanced radiation protection systems. This new Authority will absorb the functions of the National Inspectorate for Nuclear Safety.
